Dubrovnik in October: day trip to Kotor Bay, Montenegro OR Mostar/Kravica waterfall, Bosnia?

Dubrovnik in October: day trip to Kotor Bay, Montenegro OR Mostar/Kravica waterfall, Bosnia? I will only be there for 4 days, so I can’t do both, plus I am on a budget anyway. Which one do you think would be the best experience for the money? It seems that the Kotor Bay area is very similar to Dubrovnik so I’m not sure it would be worth the long coach ride to get there. Mostar seems like it would be a different experience than Dubrovnik…
