What is a solid, advanced and well-maintained non-subscription photo editor for Windows? I don't edit photos daily, so I cannot justify any subscription service. I currently have an old PaintShop Pro, which I'm quite used to. I like that its controls follow the general Windows paradigm when scrolling/zooming/panning.
