Why do people always advocate taking Social Security as late as possible?

Why do people always advocate taking Social Security as late as possible? I understand that starting SS at 62 comes with a penalty and that taking at full retirement age of 66.5 years old increases every year up to 70 years old, but does this advice take into account life expectancy?
