What recurring character has the biggest ratio of memorable impact to appearances on a show? Garak on Deep Space Nine is in the running for my favorite character on the show and had some massive impacts on the long term plot. He was also only in 37 of 176 episodes. About a fifth of the show. Who else has a similar stature with relatively little screen time?
