Do Bond Funds Make Sense In Ultra-Low Interest Rate Environment?

Do Bond Funds Make Sense In Ultra-Low Interest Rate Environment? If we're ever again in a situation with ultra-low interest rates like pre-covid, do bond index funds make sense given that you're not receiving much of a yield and the price of the bond can only go down? Would it be better to just buy a CD/Bond ladder at that point? I'm assuming that they still do make sense, but can't think it through so please...
