Is a 18mm EF-s lens a true 18mm on a crop sensor body ?

Is a 18mm EF-s lens a true 18mm on a crop sensor body ? I want to buy the "Sigma 18-35mm F1.8 HSM ART EF-S lens" for my Canon R7 crop body but I'm confused if the 18mm label is correct. Do I have to multiply by 1.6 for correct focal length ?
