Owed a Refund, Paypal and Lowe's Point Finger at Each Other On July 8, I ordered an appliance online at Lowe's and canceled the order two days later, well before it was fulfilled/delivered. This payment was made through a PayPal-linked credit card. I received a notice from Lowe's that a refund would be issued by July 23rd (no reason for the delay).
