LPT: If higher up mentioned about lack of fund/budget. You should start finding new job. The department will redundant staffs and whoever remains will be under pressure because under staffed. You will lose your bonus and won't increase salary or promotion. This is the best time to move on and find a better job. Else soon or later your mental health won't keep up.
